level dependencies for spells




I'm beginning to think that if you gain more damage from a spell,
as you go up in level, you should pay more in sp also.
Your damage/time will still increase.

Is there any support for this?  If not, I won't do it.
To those against:  i promise to #ifdef the spellpoint level
dependency so you can get rid of it....
