Skills Patch and newest client

Can anyone tell me where I can download the new skills 
patch.  Also are there any features in it that are not in 
the documentation with it?
A while ago I tried the cfclient.  Where is the newest one. 
 Is it anywhere near completion?  I've looked on ftp.i.net 
and menja.ifi.uio.no but couldn't find them.
