CF: Enchant armour?

Can someone explain enchant armour to me?  I can't find any reference in
the docs.  When I try to read the scroll, I get "item at the top of the
list is not armour".  Of course, the item at the top of the list *is*
armour.  I've tried shields, cloaks, plate mail, helmets, even robes and
nothing works.
