The annoyance of having to manually set each square in a region as NO_MAGIC
or whatever is not really a problem of the map structure, but a weakness
of the map editor. If the map editor understood regions (including
irregular regions) and allowed filling the region with whatever then
there wouldn't be a problem.
Internally, you want each square to have all related attributes since
that is fastest and easiest way to check. So that also argues that
handling regions is a map editor issue and not an internal CF issue.
