CF: power balance

Hi,

I was surprised how difficult it is in 0.95.5 to have a high level
spellcaster or priest with Pow _less_ than 30.  Please, consider
effects on play balance before adding Pow bonus to every item that
looks like it might be used by a spellcaster.

The attached patch removes Pow bonus from Wizard Hat and Midnight Robe
and reduces Pow bonus of Staff of the Magi from 2 to 1.  I also reduces
the magic bonus of the Wizard Hat from 5 to 4.
