CF: beginners wand fix

This patch is already in the CVS tree.  From the CHANGES file:

city/misc/beginners:  Added level 1 and identified 1 to wand of medium
fireball.  level 0 was invalid, and players could still get much money
money from selling the wand because of identified 0.
