This probably got changed when the wall code was expanded.
At one time, all wall spells just created a single space of wall (of the
appropriate type - remember even single space firewalls are still called a
firewall/frostwall/bulletwall, etc). Is was deemed that for many wall types,
that was pretty useless, especially at higher levels, so the wall code was
changed to create a row of walls.
The create pool code basically borrowed the wall creation code with a different
creation object, so got its upgrade. It probably would not be difficult to put
a special case in for that to only create single space pools of chaos.
