I'd say some form of (2). We can have some quests that are very 
puzzle-oriented, and other quests that are pure hack-n-slash. Then players
who like hack-n-slash can visit those kinds of quests, and players who like to
solve puzzles would go for the other quests. This should satisfy both kinds of
players, hopefully.
