Location:
A red building with a gray and black roof (looks just like the Inn) found in the northern end of Darcap (next to the dock.)
Description:
A large room with several wandering people. A couple of people offer clues about the quest.
Suggested Levels:
All occupants are passive (but level 5 if you want to kill the innocent civilians.)
